Observation

The allegation that the program did not report the incident or prior incidents of a child inapproperately touching children is more likely than not, valid because during the onside interviews with teaching staff and the director, the teaching staff and director said they were not aware that incidents children inapproperately touching a child is reportable incident under the WAC and teaching staff and the director were aware that the child had prior incidents of inapproperately touching other children while attending the program.
