Observation

There are "dancing ribbons" with long ribbons that are capable of forming a loop around a childs neck - the provider removed and will only bring them out when they are using them as a group and supervised. There are baseboard heaters in the licensed space rooms that are accessible to the children. There is a toddler bench that has a padded cover you can sit on, and the cushion is cracked/torn.
