Observation

- there were metal stakes holding up the ground cover barriers that could pose a hazard to the children - there was not a gate - so it was not self-closing or self-latching - the fence was not complete - there were two sides missing - there were gaps between the house and fence post and between two sides of the fence that were larger than 3 1/2 inches
