Comet bleach powder labeled keep out of reach of children was in unlocked cabinet in licensed bathroom accessible to children, colgate toothpaste labeled keep out of children was in licensed bathroom accessible to children. Hallway bathroom door was open and accessible to children and cabinet under sink had windex, toilet bowl cleaner, and comet bleach powder all labeled keep out of reach of children and accessible to children.
