Observation

Provider only has one emergency exit out the licensed spaces slider entrance door. There is a stairway up to the front door but it has a locked gate. There is a locked door to the garage. There is windows that are inaccessible and cannot be used as an emergency exit. The providers home is a split level. The provider agrees to leave the gate at the bottom of the unlatched and putting another gate at base of the second stairs to up to unlicensed space.
