Observation

Licensor noted gate to left of the stairway when exiting out the back door was not locked or latched. This gate leads behind the building and out to the sidewalk where there is a second gate to pass through before you enter out on the side walk. Licensor observed that second gate to also not be locked or secured. These two unlocked gates also do not deter people from entering the outdoor play yard without permission.
