Observation

Licensor observed emergency exit pathway to have large black plastic bags partially blocking emergency exit pathway. One bag was observed to have a tree branch sticking out of it. Upon arrival licensor heard provider unlock the door in order for licensor to enter. A child was in care and inside of the home.
