Observation

1.) The staff confirmed and surveillance video indicated lead teacher (IG) grabbed the 2-year-old child's hair while pulling backwards. The same lead teacher (IG) tips the chair forward causing Child B to fall forward, WAC: 110-300-0331(1)(c). 2.) The staff confirmed and surveillance video indicated Leacher Teacher (IG) did not provider first aid when the teacher saw Child A bleeding from her nose and walked away WAC: 110-300-0331(1)(g)(iv).
