Observation

WAC 110-300-0345 valid as two staff both reported that they did not see the incident occur of children pulling down their pants during outdoor play. Staff 1 reported not to be in line of sight of the children, but over by the door to the toddler classroom. Staff 2 reported that he was putting away outdoor equipment into storage area and had his head turned away. When he turned around, he saw the 4 students, 3 of them were adjusting their clothing. All 4 students reported that 3 girls, pulled down their pants and one did not. It was reported that the younest children in care, was 5 years old. Dispute Description: Dispute Description: Non-Compliance 110-300-0345(5)(c) We’d like to offer this clarification in response to the licensing concern about outdoor supervision. At the time of the incident: Two staff members were actively supervising the outdoor play area. One teacher was helping children line up near the toddler classroom to head back inside. The second teacher was tidying up equipment by the gate and briefly turned away. The children’s behavior happened quickly—within seconds. As soon as one staff member turned and noticed the group adjusting their clothing, he stepped in immediately and calmly addressed the situation. Afterward: Staff talked with the children involved to help them understand boundaries and respectful behavior. Families of those children were notified and supported with clear communication. An internal review took place to strengthen supervision strategies, especially during transitions and clean-up. We understand that the exact moment wasn’t witnessed, but staff were present, attentive, and took action right away. The group was never left unsupervised, and we’ve used this situation to strengthen how we position and support staff on the playground. We’re continually working to improve, and our commitment to child safety and respectful guidance remains at the center of everything we do.
