Observation

The allegation that staff were not positioning themselves to supervise all areas, scanning the environment, visibly checking children on many occasions, and attending to children and being aware of what children are doing at all times is more likely valid. During the onsite inspection a video of the classroom activity that day was viewed by the regional director, director, and licensor. The regional director and director both stated to the licensor that the teachers were sitting at a table during the incident not following the policies of supervision.
